Standardisation Work

Section 2 of the Latvian Law on Standardization provides that “Standardization shall be activity of establishing, with regard to actual or potential problems, provisions for common and repeated use, aimed at the achievement of the optimum degree of order in a given context.”

 
There are 49 technical committees working in Latvian standardization system. The committee dealing with the library sector is STK 22: The Technical Committee on Museum, Archive and Library Work (TCMALW).

The Department of Standardization of the NLL plans, organizes and coordinates the standardization of library work in cooperation with TCMALW, it also involves other library specialists, experts and terminologists in this work. Cooperation with archive and museum employees dealing with standardization takes place in the framework of

TCMALW, when adapting international standards that are used in all three related fields.

It is important to adapt the library sector standards developed by the International Organisation for Standardization (ISO) and the European Committee for Standardization, to turn them into Latvian standards, as well as to translate the regulatory documents of the sector, comparable to standards, developed by the International Federation of Library Associations and other institutions. Some of Latvian regulatory documents needed by libraries are being drafted or amended (updated).

A month prior to approving the standard/ regulatory document all interested parties have the possibility to familiarize themselves with the draft standard or regulatory document on the webpage of the NLL and provide their comments and suggestions.

The approved draft standards are submitted to “Latvijas Standarts”, Ltd. for registering in the status of a Latvian standard, and archives, libraries and museums can purchase it with a 75% discount. The regulatory documents that do not have the status of a standard, or information about them are published on the webpage of the NLL.

The Standardization Department informs Latvian libraries about the published standards and regulatory documents, as well as provides the necessary references regarding standardization work.

During the last decade the library standardization work, including organisation of a number of seminars, was financially supported by the Latvian Ministry of Culture, the Soros Foundation- Latvia, the State Culture Capital Foundation and in the framework of the project "Unified State Library Information System” by the State Agency “Culture Information Systems”.

International seminar „Sharing information and resources: cooperation of museums, archives and libraries in the field of standardization” was held in Riga, in April of 2007.
